I have a friend who was in Rome a few years ago when a popular tourist cafe was bombed on the Via Veneto. The U.S. Embassy had a recording on its phone telling callers to stay calm & keep passports safe, with no indication of any help, should it be needed. So I question whether registering with the State Department is worth the bother, if they can't do any better than that.
